Buying a home with no down payment is now possible — with rules. Since 2025, young people can access a mortgage with a State public guarantee, which allows financing the purchase of a first home up to 100% of the value. It is an important door — but you should know exactly what you are signing.

What it consists of

The State provides a public guarantee of up to 15% of the transaction value, allowing the bank to finance up to 100% of the property price, dispensing with the traditional down payment. It is aimed, as a rule, at young people aged 18 to 35, for a first permanent own home, within property-value limits and subject to eligibility conditions.

The conditions to confirm

The regime has requirements of age, income, absence of an own home and a maximum property value. The public guarantee does not remove the bank’s risk assessment or the prudential rules (effort rate, property valuation). It is essential to read the loan terms — duration, spread, associated insurance and repayment clauses.

Combining with IMT Jovem

This mortgage naturally combines with the IMT Jovem exemption on the purchase of a first home. Combining the two maximises the benefit but requires coordination: eligibility for one does not guarantee the other, and both must be confirmed before the deed.

The risks to weigh

Financing 100% means greater exposure: with no margin between the property value and the debt, a fall in value or a change in circumstances has a direct impact. The decision should rest on a sober reading of the contract and your financial capacity — not only on the possibility of buying without a down payment.

Checking eligibility, the limits and the loan clauses before the promissory contract protects you from committing to a property — or to financing — that in fact does not meet the conditions.
